It is not a filter. This was shot at night and the light is coming from the side of a building not too far away from where this is.
When I look at this image I can imagine there is sky in the background. But that is actually a wall/fence that is a solid colour, I think it has some yellow in it. So that blends with the yellow colour of the light.
This was taken in a small Japanese garden in front of a community centre.
